The United Nations Climate Change Conference in Copenhagen (2009) tackled the challenge of designing and implementing a global agreement for control of greenhouse gas emissions. The meeting floundered, in part, due to a seemingly mundane technical challenge: If treaties to controls on carbon emissions are adopted, how would compliance be monitored? Given the large global emissions of fossil fuel, why is it such a challenge to know how much each country is emitting?

Seating is open to the public and limited to a first come, first served basis. Sandwiches and sodas will be provided following the panel and discussion.
